上海中职毕业生就业率近98% 七成 Shanghai secondary vocational graduates employment rate nearly 98% seventy percent? ?? ?

　　本报讯（记者李洁言）10月26日，教育部职业技术教育中心研究所在京组织召开《中国职业教育发展报告（2002～2012）》座谈会。会上发布了《中国特色职业教育发展之路中国职业教育发展报告（2002～2012）》，并邀请职业教育界有关专家、部分职业院校校长、新闻界代表围绕职业教育的10年发展进行了座谈。

　　报告指出，10年间，职业教育在服务中求发展，取得了5大成就：一是建立了世界上最大规模的职业教育体系。2011年，我国中等和高等职业学校在校生总数超过3000万人，依托学校和教育机构开展的各类培训达6000多万人次。二是形成了基本完善的职业教育法律制度体系。三是探索了行业企业办学、集团化办学、行业与学校对话协作等灵活多样的职业教育办学模式。四是确立了覆盖广泛的职业教育学生资助体系；五是走出了一条中国特色的职业教育发展道路。

　　10年间，职业教育在推进经济发展、社会进步，实现社会公平等方面作出了7项巨大贡献。

　　一是助推经济增长。10年来，我国各级各类职业院校毕业生达7265万人，职业教育对我国主要劳动人口平均受教育年限增长的贡献率为21%。

　　二是提高就业能力。数据显示，中职毕业生初次就业率连续6年达95%以上，近3年高等职业学校毕业生半年后就业率平均为87.6%。

　　在肯定职业教育发展成就的同时，报告也指出了我国职业教育改革发展中面临的9大问题：现有的法制体系仍不完善，难以为职业教育可持续发展提供保障；政府职责履行不到位、政策落实机制不健全；多渠道投入机制尚不完善，绝大多数省份尚未制定生均经费拨款标准；部门联席会议的作用发挥不充分，部门协调工作量和难度较大；中等和高等职业教育、职业教育与其他教育之间缺乏衔接沟通，国家资格体系尚不完善；基础能力仍然薄弱，办学条件仍需提高，“双师型”教师队伍不适应发展需求；行业企业参与职业教育的积极性没有调动起来，校企合作缺乏长效机制；农村职业教育仍是薄弱环节；职业教育自身的吸引力仍有待加强。
