在两天的论坛中，国家教育部原基础教育司司长、国家副总督学王文湛做了题为《学习贯彻文件精神，促进幼教事业全面发展》的发言，为与会者解读了国家这两年颁布的学前教育新政。教育部国家教育发展研究中心教育体制改革研究室副主任王烽作了题为《健全学前教育公共服务体系》的发言，提出要基于学前教育的基本特征普及性、普惠性、选择性等方面，从办园体制、投入体制、基本公共服务均等化等方面搭建学前教育公共服务体系框架，并从财政投入、规范管理、条件支持、保障公平、政策优惠、建立公司合作伙伴关系等方面，强化促进学前教育发展责任。他提出的公私合作模式，如公办幼儿园私营、购买服务、基建项目合作、派驻教师划拨编制，以及通过探索民办园分类管理、创新教师人事制度、转变政府管理方式、完善公共财政体制等方面来推动公私合作制度创新的举措非常值得借鉴，有利于促进未来学前教育事业的繁荣。中国教育科学研究院研究员、学前教育政策研究专家储朝晖作了题为《幼儿教育的整体平衡与私立幼儿园发展策略》的发言，指出学前教育只有整体平衡发展才是好的发展，他分析了在当前形势下私立幼儿园面临的一些问题，如优秀师资流失、政府资助的"入公"效应等，提出了私立幼儿园"明需求，走大路"的整体策略，建议幼教集团投资者和管理者要认清世界学前教育发展趋势、瞄准建立现代幼儿园的目标、在具体的时空环境中定位自身发展，并提出了先行改革、内涵为上、儿童中心、应需求变、适度优势等具体策略。
