为促进《教学成果奖励条例》的贯彻实施，进一步规范教学成果奖励的评选，鼓励、推动教学实践和研究，我部起草了《〈教学成果奖励条例〉实施办法》（征求意见稿）。现面向社会公开征求意见。

　　第一条（立法目的）为实施《教学成果奖励条例》，发挥国家级教学成果奖在教学实践、改革、研究中的引领和激励作用，提高教育质量，制定本办法。

　　第二条（适用范围）教师、各级各类学校、学术团体、其他社会组织和个人申请基础教育、职业教育和高等教育国家级教学成果奖，以及国家级教学成果奖的推荐、评审、授奖与相关管理，适用本办法。

　　前款所称的基础教育包括学前教育、义务教育、普通高中教育、特殊教育；职业教育包括中等职业教育和高等职业教育；高等教育包括普通高等教育（高等职业教育除外）和成人高等教育。其他类型的教育根据其所实施的教育层次，申报相应的教学成果奖。

　　推荐和评审国家级教学成果奖应当坚持以下导向：

　　该教学成果参加过其他评比、评奖活动的，可一并提交鉴定、评比或验收证明材料等。

　　第十一条（推荐）省、自治区、直辖市人民政府教育行政部门和军队有关教育主管机构，应当对申请材料进行审查，并组织专家进行评议，对符合本办法规定条件的，在规定限额内作出予以推荐的决定；不予推荐的，应当说明理由。
