　　《广州市社会事业发展第十二个五年规划》前日获市政府常务会议审议通过。规划提出，“十二五”期间，广州将研究延长免费教育年限。有关负责人透露，初步的方向是在义务教育基础上，将免费延伸至学前教育阶段或高中阶段。

　　对于这一道“选择题”，肯定有不同答案（一些延长免费教育的试点地区，也有“向前”或“向后”不同的做法）。比如讲，有人倾向于向高中延长，理由是可以提高劳动者接受教育的年限。但事实上，在我国目前的基础教育领域，薄弱的环节并非高中教育，而是学前教育。在农村，由于幼儿园匮乏和农民收入低，学龄前儿童基本是“天生天养”。即使在广州这样的大都市，入园贵、入园难也还深深困扰着许许多多的广州家庭。

　　我以为，如果广州优先普及学前免费教育，还可以分两步走。第一步：借鉴香港经验，先在幼儿园推行学券制，由政府向（本市户籍的）学龄前儿童发放学前教育补贴，以抵扣部分幼儿园学费；第二步再全面推广（包括向外来务工人员子女）学前教育免费。这种看似未能一步到位的办法，比较符合目前广州的实际，公共财政比较容易负担。既然可以负担，那么延长免费教育年限就不会只停留在“研究”的层面上，不会是一个“画饼”，市民可能在比较短的时间内受惠。
