　　联合国的教科文组织(UN-ESCO)发布《塑造未来教育联合国可持续发展教育十年计划2012报告》指出，职业教育将成为发展助动力，这是一个全球化的动态，各国的全面进步都离不开职业教育这个“秘密武器”。我国传递的信号更鲜明，党的十八大报告明确指出，要“加快发展现代职业教育，……让每个孩子都能成为有用之才”；“加强职业技能培训，提升劳动者就业创业能力，增强就业稳定性。”这应该是2013年我国职业教育发展的方向和主旋律。

　　其次，职业教育还要突出体现其现代性。发展现代职业教育，既是目标，又是内涵。一是理念的现代，比如：在全社会树立技术工人也是人才的人才观，用素质能力资格替代唯文凭学历的评价观，职业教育让每个孩子都能成为有用之才的教育观，其中校企合作、工学结合的技能型人才系统培养观值得关注；二是体系的现代，职教各层次衔接、不同类型教育沟通、学历教育和非学历培训并举、具有中国特色的现代职业教育体系，正在有步骤地构建，其结果是职校毕业生升学机会更多、社会人员接受职业培训渠道更广、升学和就业的选择性通道更畅通；三是制度的现代，产教结合校企合作制度、职业资格证书制度、现代职业学校制度、多渠道投资制度、职业院校质量评价制度等等，制度的现代化需要攻坚克难，逐步推进；四是标准的现代，职业院校建设标准、专业建设标准、职校师资准入标准、实训基地建设标准等，标准的完善和功能发挥是现代职教的重要体现；五是条件的现代，职业教育的基础能力、设备设施、师资队伍、教学手段等要有显著的变化和改善；六是质量的现代，突出体现在培养人才的结构、规格、素质等，更能满足就业市场和人的可持续发展的要求，换句话说，职校生含金量的提高，社会认可度的提升，才是职业教育现代性的根本标志。
