　　盛光祖，男，1949年4月出生，汉族，江苏江宁人，中共党员，大学普通班。1968年参加工作，曾任上海铁路局南京分局、杭州分局分局长兼党委书记，济南铁路局局长、党委书记；1994年任铁道部党组成员、总经济师，1996年任铁道部政治部主任、党组成员（副部长级）兼直属机关党委书记，1999年任铁道部副部长、党组成员（副部长级），2000年任海关总署副署长、党组成员（副部长级），2002年任海关总署党组副书记、副署长（副部长级），2007年任海关总署党组书记、副署长（正部长级），2008年任海关总署署长、党组书记（正部长级）。2011年2月中央任命盛光祖同志为铁道部党组书记。2011年2月25日，十一届全国人大常委会第十九次会议表决通过，任命盛光祖为铁道部部长。
