　　作为十届政协委员和十一届人大代表，经历过10年的两会，我深切地感受到代表委员履职的幸福和不易，也能明显感觉到代表委员在参与国家政治生活时态度与方式的不同。

　　一个代表或委员，作用可能很小，也可能很大；可能碌碌无为，也可能大展宏图；可能积极履职，也可能敷衍了事；可能用心准备议案、提案，也可能不费脑筋交白卷；可能畅所欲言、建言献策，也可能沉默寡言，高高挂起。而这个不同，就看有没有强烈的“角色意识”。

　　坦率地说，我一直在以学生心态当代表委员。尽管参加过10年的两会，可每次开会，都感到肩头沉甸甸的，如履薄冰。

　　5年的全国政协委员生涯，我总结出三条体会：一是立足专业背景，将学术研究、本职工作和参政议政结合起来，以学术研究促进本职工作，从本职工作中挖掘提案参政议政。二是立足中国国情，将报国情怀、民主监督、建言献策统一起来。三是立足民间社会，将国家大事、百姓生活、网络民声整合起来，不能高高在上，脱离群众，走马观花。

　　5年的全国人大代表生涯，又是全新启程：人大的工作内容非常丰富复杂，尤其是每次常委会都要审议大量的法律法规，代表仅熟悉本职和本专业显然远远不够。我越发要求自己主动学习：一是要阅读相关的著作、报刊资料，尽可能多地熟悉和了解更多相关背景。二是要向相关的专业人士请教。

　　亲身经历告诉我，多一点代表委员的角色意识，简单说，就是全身心参会。认真听取报告，认真审议讨论，认真阅读文件。也许，小组会多你一个少你一个问题不大，但是，你的不称职就意味着67万人的缺席，你的失语就意味着67万人沉默。也许，小组发言时你没有特别的意见建议，但用心聆听别人的发言就是一种学习。也许，多提一个提案、建议不会影响大局，但一个又一个脚印才会踩出坚实的道路。
