2013年全国教育工作会议日前在京召开。教育部部长袁贵仁在会上指出，预计2012年全年财政性教育经费支出2万亿左右，占当年国内生产总值的比重达到4%，首次达到教育法规定的目标。距最初提出这一目标，已经过去了近20年。袁贵仁说，今后，要在保证教育经费持续稳定增长和用好、管好上下功夫。要优化经费投入结构，合理确定教育经费投入比例。专项经费要公开分配办法，强化政策导向，坚持向农村、边远、贫困、民族地区倾斜，把有限的资金用在刀刃上。
