中新网1月25日电 卫生部今日在其官方网站公布《2013年卫生工作要点》，提出2013年要推动其他医疗卫生机构全面配备并优先使用基本药物，完善基本药物目录管理办法，逐步健全基本药物遴选调整机制，制订医疗卫生机构基本药物使用管理办法，提出基本药物优先使用的鼓励政策。

　　工作要点指出，要稳固基本药物采购新机制，坚持基本药物以省为单位网上集中采购，落实招采合一、量价挂钩、双信封制、集中支付、全程监管等采购政策。确保重大疾病基本药物质量安全和供应保障。对于独家品种和经多次采购价格基本稳定的基本药物试行国家统一定价。对于独家品种，也可以省为单位直接与药品生产企业议定采购数量和价格。少数基层必需但用量小、市场供应短缺的基本药物，采取招标定点生产等方式确保供应。逐步规范基本中药饮片管理。
