8月31日，长江航务管理局（以下简称长航局）召开长江航运安全生产紧急电视电话会议，传达了国务院安委会全国交通安全紧急电视电话会议和交通运输部安委会第三次全体会议精神，通报了1—8月份长江水上交通安全形势及马鞍山“8·16”沉船事故情况。长航局局长唐冠军在会上要求，认真吸取马鞍山“8·16”事故教训，举一反三，找准长江航运安全生产存在的突出问题，落实“五个强化”，为实现长江航运科学发展安全发展贡献力量。

　　对此，唐冠军要求，要严格落实长江干线车（客）渡船安全监管“五个强化”措施，即强化公司资质管理，车（客）渡船运输公司应按规定设立公司安全管理机构，配齐安全管理人员，持续保持经营资质条件；强化船舶安全检查，公司应加强内部安全检查，及时排查整改船舶安全隐患，保证船舶始终处于适航状态；强化人员培训教育，公司应加强船岸人员安全意识、安全制度、操作技能等安全培训教育，未经培训合格的船岸人员不得上岗；强化现场安全巡查，公司和船舶应加强日常现场安全巡查，发现超载超员、不均衡积载、未有效系固、人车不分离等安全隐患未得到纠正前，一律不得开航；强化安全责任追究，对未履行安全管理职责或渎职、失职的管理人员，严格实行责任追究。
