赵长保：我认为最突出的问题是城市的基础设施和公共服务没有跟上。在长期以来形成的城乡分割的管理体制下，我们城市的基础设施和公共服务等等，都是面向原有的城市居民来规划和建设的。面对大量外来人口的涌入，它们就招架不住了。公共资源有限，农民工涌入以后，城市居民肯定会有一种被剥夺感，这会通过各种方式表现出来；另一方面，农民工进城以后，也会感觉到来自城市居民和管理者的不公平或者区别对待，觉得心里不舒服。
