  近年来,我国幼儿园教育小学化”的现象日益突出,严重干扰了幼儿园正常的保育教育工作,损害了幼儿的身心健康发展。因此,应当积极推进幼儿园教育改革,更新教育观念,明晰教育目标,优化教育内容,规范办园行为,防止和纠正“小学化”现象。

  近年来,从中央到地方,各级政府高度重视学前教育发展,明确了政府发展学前教育的主导责任,提出了学前教育的发展目标,加大了经费投入、园所建设、体制机制改革和教师队伍建设的力度。这些举措有力地促进了学前教育的发展,在一定程度上缓解了“入园难”、“入园贵”的问题。

  但从总体上看,当前学前教育仍是我国各级各类教育中的薄弱环节,要构建覆盖城乡、布局合理的学前教育公共服务体系,保障适龄儿童接受基本的、有质量的学前教育,任务仍然十分艰巨。从当前学前教育的发展现状来看,要重点做好普及与质量并重,促进学前教育事业的科学发展。只有这个问题解决好了,才能真正让幼儿“快乐生活,健康成长”。解决好这个问题,要重点抓好以下四个方面的工作:

  首先,要落实和保障学前教育的经费来源。经费保障是促进学前教育事业可持续发展的重要基础。“十二五”期间中央财政拿出500亿元支持学前教育发展,但重点是支持中西部地区、东部困难地区发展农村学前教育。大批公办幼儿园建立起来后,如何保证运行经费的来源和投入还缺乏规划。当前应加快学前教育立法进程,明确学前教育经费投入机制和学前教育经费在同级教育财政经费中的比例,探索学前教育成本的合理分担机制,落实和保障学前教育经费来源。同时,要积极鼓励和引导民间资金进入学前教育领域,支持民办学前教育的发展。

  其次,要加强幼儿园教师队伍的建设。教师队伍建设是幼儿园教育质量的基本保障。一方面,当前我国幼儿园教师数量短缺。教师数量缺口大,必然造成大班额、低师幼比,乃至“小学化”等问题,严重影响幼儿园教育质量的提高。另一方面,幼儿园教师队伍的专业化水平也有待提高,在职幼儿园教师的知识更新和职业发展问题亟待解决。应当依法明确幼儿园教师的身份,落实和保障幼儿园教师的地位和权益。要制定相关规划,切实加强幼儿园教师的培养培训工作,尽快解决幼儿园教师数量不足、素质不高的问题。

  解决幼儿园教育“小学化”的问题,不仅仅是幼儿园的责任,学校、家庭、政府和社会要共同努力,为幼儿快乐生活、健康成长创造有利的条件。幼儿园和小学要按照幼儿身心发展的特点和小学对新生的合理期望,为幼儿做好入学准备,共同做好幼小衔接工作。教育研究学术团体、社区、新闻媒体等要加强研究,大力宣传科学的学前教育理念,形成有利于幼儿健康成长的社会氛围。幼儿园要采取多种形式开展家庭教育指导,加强家园合作,实现家园共育,保障孩子拥有快乐幸福的童年生活。
