　　（三）重点任务。幼儿园教师队伍建设要以补足配齐为重点，切实加强幼儿园教师培养培训，严格实施幼儿园教师资格制度，依法落实幼儿园教师地位待遇；中小学教师队伍建设要以农村教师为重点，采取倾斜政策，切实增强农村教师职业吸引力，激励更多优秀人才到农村从教；职业学校教师队伍建设要以“双师型”教师为重点，完善“双师型”教师培养培训体系，健全技能型人才到职业学校从教制度；高等学校教师队伍建设要以中青年教师和创新团队为重点，优化中青年教师成长发展、脱颖而出的制度环境，培育跨学科、跨领域的科研与教学相结合的创新团队；民族地区教师队伍建设要以提高政治素质和业务能力为重点，加强中小学和幼儿园双语教师培养培训，加快培养一批边疆民族地区紧缺教师人才；特殊教育教师队伍建设要以提升专业化水平为重点，提高特殊教育教师培养培训质量，健全特殊教育教师管理制度。
