　　王登峰还提出，很多高校积极举办高水平运动队，如果集全校之力专为高水平运动队和少数运动员提供训练和比赛条件，而绝大多数学生参加体育锻炼得不到起码的保障，那么这样的高水平运动队是不可持续的，也不会实现育人的目标。这方面需要做一些实质性的改革。比如，对建有高水平运动队的高校，要按照学校体育的基本标准来进行评估验收。如果高校达不到学校体育工作的基本标准，那么可以考虑暂停其招收高水平运动员的资格。将来其他高校申请建立高水平运动队，也首先要看其是否具备学校体育工作的基本条件，否则不会批准新的高水平运动队。

　　本届大运会“校长杯”评审规则的修改，也体现了这一导向。始于1988年的“校长杯”，从本届开始增至40个获奖名额，评选方式也作了改变。大运会竞赛成绩不再是惟一标准，只占总分的70%，参加大运会科学论文报告会的高校教师获奖成绩占总分的10%，学校体育工作成绩占总分的20%。此举是为了鼓励高校不仅做好竞技体育工作，也要做好群众体育工作，增强学生体质。
