中国教育科学研究院教育规划与战略研究中心成立大会9月27日在中国教科院举行，教育部副部长鲁昕出席成立大会并讲话。

　　鲁昕指出，一年来，教育部先后在北京大学、清华大学(招生办)等6所高校成立了教育科学决策研究中心，各中心紧密服务国家战略决策，按照国家“十二五”规划和教育规划纲要的战略部署，从经济社会发展全局出发，围绕教育科学决策开展了具有高度、广度和深度的研究，为教育“十二五”规划、国家基本公共服务体系“十二五”规划、现代职业教育体系建设规划的编制提供了坚实的理论支撑。

　　鲁昕指出，近年来，中国教育科学研究院积极开展教育决策和咨询研究，为丰富中国特色社会主义现代教育体系构建、建设人力资源强国提供了一大批优秀研究成果。中国教育科学研究院教育规划与战略研究中心的成立，搭建了又一个凝聚共识、整合资源的教育科学决策研究平台，标志着各具特色、学科专业互补的教育科学决策研究体系进一步完善，教育科学决策研究站在了一个新的起点上。中国教科院教育规划与战略研究中心要发挥中国教育科学研究院在教育科研领域的优势和引领作用，以现代职业教育体系研究、现代教育体系统计标准和指标研究、现代教育体系国际比较研究为重点，系统开展国家战略决策与现代教育体系建设研究，打造信息服务中心、学科交汇枢纽和合作交流平台，为国家重大战略决策服务。

　　鲁昕指出，今后一个阶段，各研究中心要在新的工业革命浪潮对教育现代化提出的挑战、国家竞争力评价指标体系对中国教育提出的挑战、国家职业教育发展的沟通衔接、人力资源结构的国际比较、技术技能积累的国家使命等重大的理论与实践问题上发挥各自的优势，明确目标定位，合力攻关，协同创新。各中心要把握经济社会发展对教育事业发展、对人力资源结构优化的需求，进一步聚焦教育决策的科学化、民主化、制度化，为教育事业发展做出更大的贡献。
