　　全国妇联副主席、中国儿童少年基金会副理事长赵东花在发布会上指出，儿童慈善是儿童工作的重要组成部分，慈善组织为儿童提供优质服务，首先需要准确定位儿童需求，以实现效益最大化，才能切实将儿童慈善项目做大做优做精做强。

　　调研期间，报告编写组就流动儿童的“逃课意愿”进行了问卷调查。结果显示，流动儿童按照年级顺序对于“想要逃课”的愿望比例中分别为：9.2%，7.5%，10.4%，23.3%，29.2和38.4%。

　　报告指出，基础慈善项目的开展为广大的困境儿童提供了与普通孩子平等的生存机会，为保障儿童的基础权益做出了非常重要的贡献，但是基础慈善项目也面临巨大的挑战：一方面，随着政府对儿童领域的基础投入不断加大，公益组织面临新的课题；另一方面，儿童的特殊权益需求日益凸显。

　　报告认为，确定儿童需求并不是一件简单的事情，根据第6次人口普查的数据，中国儿童数量占到了人口总体的16.6%。如果对全国2亿多儿童进行一个需求状况的调研和普查几乎无法想像。而单就其中的弱势儿童来说，他们的需求状态也是不断变化的。
