　　杜玉波强调，党中央、国务院高度重视高校毕业生就业工作，各有关部门、地方、高校狠抓落实，社会各界共同努力，圆满完成了2012年高校毕业生就业工作预定目标任务。2013年各地各高校要进一步加大工作和政策力度，努力实现高校毕业生更加充分和更高质量的就业。一是加强组织领导，继续把高校毕业生就业工作摆在突出重要位置。二是鼓励多渠道多形式就业，引导高校毕业生到城乡基层、中小企业、中西部地区和艰苦边远地区就业。要组织实施“教师特岗计划”等基层项目，做好免费师范毕业生就业、毕业生入伍预征等工作，积极拓展就业新渠道。三是支持青年创业，大力推进创新创业教育和自主创业。把创新创业教育融入专业教学和人才培养的全过程,主动配合有关部门落实好优惠政策。四是完善就业服务体系，切实提升高校毕业生就业指导服务水平。要积极拓展毕业生就业市场，完善就业信息服务，开展富有针对性和实效性的就业指导。五是多解民生之忧，千方百计做好困难毕业生群体就业帮扶。要摸清困难毕业生底数，实施“一对一”帮扶，着重做好少数民族地区高校毕业生就业工作。六是推动内涵发展，促进人才培养、社会需求与就业良性互动。要进一步优化学科专业结构，加强实践能力培养，完善并落实就业状况对高等教育的反馈机制。
