人民网西安11月15日电（记者姜峰）日前，陕西省教育厅制定出台了《陕西高等学校学术道德建设实施细则（征求意见稿）》，对高校学术道德建设实施措施、学术不端行为查处等都做出了规定，同时面向社会公开征求意见，旨在通过建章立制，以规范学术行为、严明学术纪律。

　　据介绍，针对学术不端行为，以往各高校都是根据自身情况进行判定和处理，此次《细则》则做出了清晰界定，并适用于从事高校教育教学活动和学术研究的所有教师、专职科研人员和学生，对高校学术道德建设具有较强的针对性和指导性。

　　在《细则》中，抄袭、剽窃等学术不端行为“榜上有名”，这包括：抄袭、剽窃、侵吞、篡改他人学术成果；偷换署名或改动署名顺序，或将合作研究成果以个人署名发表；提供虚假的学术成果、证书，伪造不实的专家鉴定意见或其他证明学术能力的材料；伪造或者篡改试验数据、结果、文献或统计资料，捏造事实；未经他人许可，不当使用他人署名，等等。

　　《细则》要求，高校学术道德建设领导小组接到学术不端行为举报后，应当在5个法定工作日内，会同学术委员会组织不少于5人的专家调查组，开展独立调查取证，并通过论证会给出调查结论。
