近期，甘肃省教育厅下发了《关于进一步加强幼儿园师资队伍建设防止发生虐待幼儿行为的紧急通知》（以下简称《通知》），规定对教师体罚、变相体罚或虐待幼儿等行为，一经发现，要在年度考核、职称评聘等方面实行“一票否决”。对违规的教师，应重点教育，必要时依法予以解聘。对严重体罚幼儿、摧残幼儿身心健康的，要依法提交司法机关追究其法律责任。
