黑龙江省招考办10月29日印发《2013年我省普通高等学校招生报名工作的通知》，对异地高考报名条件作了规定：“非我省户籍的进城务工人员子女，须具有我省高中学籍且高中阶段在我省连续就读3年以上，父母在我省有合法职业和合法稳定住所(含租赁)”。这是黑龙江省贯彻国务院办公厅转发教育部、发改委、公安部、人力资源和社会保障部《关于做好进城务工人员随迁子女接受义务教育后在当地参加升学考试工作的意见》的实际举措，也是该省适应形势发展要求，推出的以人为本，促进教育公平、公正的惠民政策。
