日前,教育部等五部委印发了《关于大力推进农村义务教育教师队伍建设的意见》。意见全文如下:

发展农村义务教育,办好农村学校,关键在教师。为贯彻落实《国家中长期教育改革和发展规划纲要(2010—2020年)》和《国务院关于加强教师队伍建设的意见》(国发〔2012〕 41号),加快农村义务教育教师队伍建设,建立城乡一体化义务教育发展机制,从根本上解决农村教育发展的突出问题,促进教育公平,提高教育质量,推进社会主义新农村建设,现提出如下意见。

一、扎实推进农村义务教育教师队伍建设。各地要把农村义务教育教师队伍建设作为一项重大而紧迫的战略任务,摆在重中之重的战略地位,分步扎实推进,为农村教育的改革发展提供坚强有力的师资保障。探索建立严格准入、能进能出的教师管理新机制,教师地位待遇显著提升,优秀师资来源充足,补充渠道畅通,岗位交流制度化,结构不断优化,专业水平明显提高,农村义务教育教师队伍建设取得突破性进展。到2020年,建立起较为完善的准入严格、管理规范、保障有力的农村教师队伍建设长效机制,造就一支师德高尚、数量充足、配置均衡、城乡一体、结构合理、乐教善教、稳定而充满活力的高素质农村教师队伍。

二、探索建立农村义务教育教师补充新机制。继续实施并逐步完善农村义务教育阶段学校教师特设岗位计划,大力推进各省(区、市)实施地方特岗计划,探索建立吸引高校毕业生到村小、教学点任教的新机制。全面实行新进教师公开招聘制度,加强省级统筹,规范招聘程序和条件,逐步建立农村教师补充新机制。全面实施教师资格考试和定期注册制度,严把农村教师入口关,严禁未取得教师资格的人员进入教师队伍。

三、编制配备切实保证农村学校师资需求。逐步实行城乡统一的中小学编制标准,对农村边远地区实行倾斜政策。落实国家有关文件规定,对寄宿制中小学、乡镇中心学校、民族地区双语教学学校、村小及教学点、山区湖区海岛牧区学校等实施特殊师资配备政策。按照国家基础教育课程改革要求,补足配齐农村音体美、英语、信息技术、科学课程等紧缺学科教师以及心理健康教育教师。同一县域内中小学教职工编制可以互补余缺,县级教育行政部门统筹使用本地区中小学教职工编制。严禁任何部门和单位以任何理由任何形式占用或变相占用农村中小学教职工编制。

四、多渠道扩充农村优质师资来源。进一步完善部属师范大学师范生免费教育政策,充分发挥示范引领作用,鼓励支持地方结合实际实施师范生免费教育制度,为农村学校定向培养补充“下得去、留得住、干得好”的高素质教师。扩大实施“农村学校教育硕士师资培养计划”和“服务期满特岗教师免试攻读教育硕士计划”。采取定向委托培养等特殊招生方式,扩大双语教师、音体美等紧缺薄弱学科和小学全科教师培养规模,在师范生免费教育和“特岗计划”中向音体美教师倾斜。依托现有资源,加强少数民族地区双语教师培养培训基地建设,每年培训一批少数民族双语教师。

六、建立健全城乡教师校长轮岗交流制度。各地要建立县(区)域内教师校长轮岗交流机制,建立县(区)域内城镇中小学教师到乡村学校任教服务期制度,引导、鼓励优秀教师到乡村薄弱学校或教学点工作。城镇中小学教师在评聘高级职务(职称)时,要有一年以上在农村学校或薄弱学校任教的经历。支持退休的特级教师、高级教师到乡村学校支教讲学。推进校长职级制改革试点,探索实行校长任期制和定期交流制。

七、切实保障农村教师待遇。各地要依法保障并逐步提高农村义务教育教师工资待遇,确保平均工资水平不低于当地公务员平均工资水平。进一步做好农村义务教育学校教师绩效工资实施工作,按照“管理以县为主,经费省级统筹、中央适当支持”的原则,确保绩效工资所需资金落实到位。对长期在农村基层和艰苦边远地区工作的教师,实行工资倾斜政策。按照事业单位改革的总体部署,推进教师养老保障制度改革,按规定为农村教师缴纳住房公积金及社会保险费。中央安排基建投资,支持建设农村艰苦边远地区学校教师周转宿舍。鼓励地方政府将符合条件的农村教师住房纳入当地住房保障范围统筹予以解决。

八、大力表彰在农村长期从教的优秀教师。对在艰苦边远乡村学校和教学点长期任教、贡献突出的教师,按照国家有关规定给予表彰奖励。在评选表彰全国教育系统先进集体和先进个人等方面向乡村教师倾斜。广泛深入宣传优秀农村教师的先进事迹,鼓励优秀教师在农村长期从教、终身从教。总结推广各地各部门在加强农村教师队伍建设方面的先进经验,按照国家有关规定表彰奖励教师工作成绩突出的地区和部门。

九、建立分工明确协调配合的工作机制。切实加强统筹规划和组织领导。教育、发展改革、财政、人力资源社会保障、编制等部门要加强协调配合,各司其职,落实部门责任,形成共同推进农村教师队伍建设的强大合力。健全督导检查和工作问责制度。定期组织开展农村教师队伍建设专项督导评估,把优先保证农村教师队伍建设经费投入、及时补充新教师、依法理顺教师管理职能等纳入政府年度工作考核体系。强化政府责任,确保加强教师队伍建设的各项举措落到实处、取得实效。将农村教师队伍建设纳入教育质量评价体系,对各地教师队伍建设基本状况进行监测评估和公示。
