  三是广泛征求意见阶段。今年7月以来,我司就校长专业标准先后征求了部内有关司局、有关专家以及各省级教育行政部门意见。各地教育行政部门高度重视征求意见工作,普遍召开市县教育部门负责人和校长代表座谈会,广泛征求修改意见和建议。从反馈的情况来看,各地对校长专业标准政策文本给予了充分肯定。如上海市教委认为,“该标准填补了空白,定位正确,指标设计完整合理,将对未来中小学校长队伍建设产生重大的积极作用。这一标准既体现对校长的普遍要求,同时能引领广大中小学校长向教育家的目标迈进”。河南教育厅认为,“校长标准体现了社会主义办学方向和校长专业发展的方向以及基本规范要求,具有很强的指导意义。”西藏教育厅认为“校长标准是全面加强教育管理者队伍建设的重要文件,适合西藏自治区的实际。”各地教育行政部门、部内司局和有关专家对校长专业标准提出修改意见300多条。我司对各方面的修改意见进行了认真分析和汇总,对校长专业标准文本进一步修改完善,形成校长专业标准公开征求意见稿。
