　　《通知》要求，对个人和民办机构收留孤儿中不具备养育条件和安全保障的，要做好收留人和民办机构的工作，抓紧将孤儿接收并集中安置到儿童福利机构；对已经具备养育条件，本人又坚持养育孤儿的，民政部门要与其签订合办协议，明确责权，纳入到民政部门监管；对于已签订合办协议，排查中发现安全隐患的，要限期整改；对于符合收养条件且有收养意愿的个人，应当依法办理收养登记手续。
