邓宏永介绍，该次改革的目标就是要逐步扩大向社会公开招生的比例。目前广州市公办幼儿园的学位约有7000个。根据改革的目标，2013年公办幼儿园向社会公开招生的比例要达到70%，2014年要达到80%，2016年要达到90%。相关负责人称，虽然总量不大，但是通过改革真正给市民公开公正的机会，这是最重要的意义。据介绍，届时公办幼儿园将通过摇珠和电脑派位进行公开招生，招生将由学校和幼儿园招生具体负责，广州市教育局将不负责招生。
