  日前,教育部等四部委印发了《关于加强幼儿园教师队伍建设的意见》。意见全文如下:

  幼儿园教师承担着保育和教育的双重职能,关系到亿万儿童的健康成长,关系到学前教育事业的健康发展。为贯彻落实《国家中长期教育改革和发展规划纲要(2010—2020年)》《国务院关于当前发展学前教育的若干意见》(国发〔2010〕41号)和《国务院关于加强教师队伍建设的意见》(国发〔2012〕41号),大力加强幼儿园教师队伍建设,现提出以下意见:

  一、明确幼儿园教师队伍建设的目标。各地要按照构建覆盖城乡、布局合理的学前教育公共服务体系的要求,结合本地实际,科学确定幼儿园教师队伍建设的目标。到2015年,幼儿园教师数量基本满足办园需要,专任教师达到国家学历标准要求,取得职务(职称)的教师比例明显提高。到2020年,形成一支热爱儿童、师德高尚、业务精良、结构合理的幼儿园教师队伍。

  二、补足配齐幼儿园教师。国家出台幼儿园教师配备标准,满足正常教育教学需求。各地结合实际合理确定公办幼儿园教职工编制,具备条件的省(区、市)可制定公办幼儿园教职工编制标准,严禁挤占、挪用幼儿园教职工编制。企事业单位办、集体办、民办幼儿园按照配备标准,配足配齐教师。采用派驻公办教师等方式对企事业单位办、集体办幼儿园和普惠性民办幼儿园进行扶持。

  各地根据学前教育事业发展和幼儿园实际工作需要,建立幼儿园教师长效补充机制。公办幼儿园教师实行公开招聘制度。加强对各类幼儿园教职工配备情况的动态监管,把教职工资质及流动情况作为幼儿园保教质量评估监测的重要内容。启动实施支持中西部农村边远地区开展学前教育巡回支教试点工作,吸引优秀人才到农村边远贫困地区幼儿园任教。

  三、完善幼儿园教师资格制度。全面实施幼儿园教师资格考试制度,印发幼儿园教师资格考试标准,深化教师资格考试内容改革。幼儿园教师须取得相应教师资格证书。具有其他学段教师资格证书的教师到幼儿园工作,应在上岗前接受教育部门组织的学前教育专业培训。

  四、建立幼儿园园长任职资格制度。国家制订幼儿园园长专业标准和任职资格标准,提高园长专业化水平。省级教育行政部门制定幼儿园园长任职资格制度实施办法。教育部门办幼儿园园长由县级及以上教育行政部门聘任。企事业单位办、集体办、民办幼儿园园长由举办者按国家和地方相关规定聘任,报当地教育行政部门审核。

  五、完善幼儿园教师职务(职称)评聘制度。合理确定幼儿园教师岗位结构比例。完善符合幼儿园教师工作特点的评价标准,重点突出幼儿园教师的师德、工作业绩和保教能力。结合事业发展和人才发展规划,合理确定幼儿园高级、中级、初级岗位之间的结构比例。对长期在农村基层和艰苦边远地区工作的幼儿园教师,在职务(职称)方面实行倾斜政策。确保民办和公办幼儿园教师公平参与职务(职称)评聘。

  六、提高幼儿园教师培养培训质量。全面落实幼儿园教师专业标准,提高教师专业化水平。办好中等幼儿师范学校。重点建设一批幼儿师范高等专科学校。办好高等师范院校学前教育专业。依托高等师范院校重点建设一批幼儿园教师培养培训基地。积极探索初中毕业起点5年制学前教育专科学历教师培养模式。实行幼儿园教师5年一周期不少于360学时的全员培训制度,培训经费纳入同级财政预算。幼儿园按照年度公用经费总额的5%安排教师培训经费。扩大实施幼儿园教师国家级培训计划。加大面向农村的幼儿园教师培养培训力度。

  七、建立幼儿园教师待遇保障机制。公办幼儿园教师执行统一的岗位绩效工资制度,享受规定的工资倾斜政策,企事业单位办、集体办、民办幼儿园教师工资和社会保险由举办者依法保障。幼儿园教师按国家有关规定参加社会保险并依法享受社会保险待遇。对长期在农村基层和艰苦边远地区工作的幼儿园教师,实行工资倾斜政策。鼓励地方政府将符合条件的农村幼儿园教师住房纳入保障性安居工程统筹予以解决,改善农村幼儿园教师工作和生活条件。

  八、确保各项政策措施落实到位。地方各级教育、编制、财政、人力资源社会保障等有关部门要充分认识加强幼儿园教师队伍建设的重要性和紧迫性,健全工作机制,加强统筹协调,建立督促检查、考核奖惩和问责机制,确保加强幼儿园教师队伍建设的各项措施落到实处、取得实效。
