本报讯 (记者 刘振)促进教育公平，办好人民满意的教育，是本次人代会代表们热议的话题。当前，基础教育面临哪些问题，该如何推进均衡发展？昨日，省人大代表、市教育局局长李颖科提出建议，并就教育热点问题进行回应。

　　李颖科认为，我省的基础教育面临四个方面的不足，分别是资源配置不均衡，优质教育资源严重短缺，基础教育整体水平不高，中小学生综合素质不高。

　　要扭转这一局面，他建议从三个方面着手。首先是加大对薄弱学校的投资力度，不仅是部分农村中小学，还包括少量硬件建设有待提升的城区学校，提高硬件设施和师资水平。其次是加快封闭式办学体制的转变，推动学校之间建立长期、良性的交流，办学体制由封闭、单一转变为开放、多元，以利于薄弱学校吸收借鉴优质学校先进办学理念和举措，促使自己快速发展。第三是加强优质学校带动薄弱学校的政策引导，从职称评定、评先选优等多方面出台鼓励措施，引导优质学校教师、校长到薄弱学校任教、任职。

　　省政府工作报告中就学前教育发展提出目标，年内要实现行政村、城镇小区幼儿园全覆盖。

　　李颖科介绍，2011年我市启动实施“学前三年行动计划”，共计划新建改扩建幼儿园286所。今年是计划的最后一年，要完成93所幼儿园建设任务，加上社会办园增长，到年底，全市幼儿园总数将由目前的1239所增加到1400所左右，基本解决入园难问题。
