　　作为一名改革派官员，罗崇敏一直坚持用效果说话，一直坚持向前看，“不管我的改革出现了什么变化，我是第一个向前看的人”。在《云南省中长期教育改革和发展规划纲要》里，罗崇敏的“三生（生命、生存、生活）教育”理念、中高考改革、民办教育发展等都有比较系统的制度阐述，他不在意；在今天的红河，曾经的新政多数在罗崇敏离任后恢复原样，他也不在意——“我做过很多事，还有很多事要做。”
