　　为了高校创新人才培养模式，《意见》提出：高校要创造条件推行“导师制”，探索在教师指导下学生自主选择专业方向、自主选择课程等自主学习模式。支持本科生参与教师的科研工作或开展自主的科研活动，引导学生早进课题、早进实验室、早进团队，重点实验室、研究基地等要向学生开放。鼓励、支持大学生在校期间通过相关考试获得执业(从业)资格证书或职业技能资格证书。

　　《意见》还提出：“高校要加大实践教学比重，确保人文社科类专业实践教学占总学时(学分)的比例不低于15%，理工农医类专业实践教学占总学时(学分)的比例不低于25%，师范类专业教育实践时间不少于一学期，其中教学实习时间不低于12周。”。
