  《纲要》强调,要健全学校权利救济和纠纷解决机制,有效化解矛盾纠纷,完善教师学生权利救济制度。学校要设立教师申诉或者调解委员会,就教师因职责权利、职务评聘、年度考核、待遇及奖惩等,与学校及有关职能部门之间发生的纠纷,或者对学校管理制度、规范性文件提出的意见,及时进行调处,做出申诉结论或者调解意见。
