《纲要》强调，要健全学校权利救济和纠纷解决机制，有效化解矛盾纠纷，完善教师学生权利救济制度。学校要设立教师申诉或者调解委员会，就教师因职责权利、职务评聘、年度考核、待遇及奖惩等，与学校及有关职能部门之间发生的纠纷，或者对学校管理制度、规范性文件提出的意见，及时进行调处，做出申诉结论或者调解意见。
