南方日报讯 （特派记者/雷辉）在昨日的政协分组讨论中，多个界别围绕提案质量展开热议。全国政协委员、新东方董事长俞敏洪说：“在没有深刻调查的基础上提提案，是给国家添乱，给政府添乱。”他建议各界别围绕某几个话题成立几个小组，以小组为单位进行调研，进而提出高质量提案。

　　在教育界分组讨论中，中南大学校长、中国工程院院士张尧学认为，有时不是提案办理质量不佳，而是提案本身质量不佳。“我在教育部高等教育司的时候办理过上千件提案，有的提案确实太长、太空，不了解情况，不切实际。”

　　这一观点引起了俞敏洪的共鸣。他说，政协委员如果不能抓到一些大事、重点的事情出谋划策，推动发展改革，存在感就会越来越弱。

This view caused Mr Yu.He said,CPPCC member if not caught some big deal/Key things,Promote the development of the reform,Presence will be more and more weak.

　　“应该组成多个问题的小组，如留守儿童小组、异地高考小组、教育均衡小组，我们可以互相凑钱，通过小组深入调研，把这个问题调查得彻底清楚。与教育部的领导沟通，与地方政府沟通，在此基础上提出高质量提案。”
