中国网讯 英语是当今世界应用最广泛的语言，为了加强与外部的交流与合作，学习国外先进经验，我们需要培养大量熟悉和精通英语的人才。但在全国政协十二届一次会议讨论会上，全国政协委员、中国社会科学院信息情报研究院院长张树华认为中国应该制定科学的外语教育战略。

　　张树华说，重视和学习英语只是一种手段，是基于我们改革发展的需要，一些教育部门和机构却本末倒置，将它当作了唯一的目的。学生在学习英语的过程中深受其害，荒废正常的学业，使整个中国的教育质量遭到毁灭性打击，汉语也遭遇前所未有的危机。

　　张树华认为，“英语热”耗费了大量的教育资源。“英语学习风”现在已经刮到幼儿教育中来。幼儿园时期就开设外语必修课，违背了孩子的天性和接受能力。中学阶段，英语始终是语文、数学之外的三门主课之一。英语在大学被推到至高无上的地位，过不了四级就休想拿到学位。四级考过了，学生要接着准备考六级，准备研究生英语考试。频繁的英语考试消耗了学生大量的时间和精力，同时也使大学的专业课遭到沉重打击。对很多大学生而言，专业课只要考及格就行；毕业论文也只是走走过场罢了。结果是，中国的大学教学质量每况愈下，已经接近世界高等教育的最低水平。

　　张树华说，对于浩浩荡荡的考研大军来说，英语更是具有“一票否决”的关键作用。每年，都有很多专业成绩优异的考生因为英语没过线而惨遭淘汰，而一些专业平庸、英语成绩突出的考生却成了录取的亮点。“考研就是靠英语”的说法在很多老师和学生中颇为盛行。

　　张树华认为，“英语热”耗费了大量的社会资源，成本高、收效低；同时英语教学与应用严重脱节，教学陷入自我折磨、自娱自乐的怪圈。学生从小学一路拼杀到大学，12年的英语学习所花费的时间和精力就是为了几个考试，不能不说是极大的浪费。张树华引用英语教育界泰斗张道真2010年10月接受媒体关于国内英语教学的访问时说：“目前国内学生学到的基本都是哑巴英语，而哑巴英语和没学过英语没有什么区别，传统的考核方式应该被彻底打倒！”

　　为此，张树华建议：1、重视中文教育。语言是民族文化的重要载体，也是重要组成部分，它承载着丰富的文化基因、文化密码，承载着一个民族的各种象征、情感、记忆，承载着他们对起源、目的、价值的共同想象。汉语是传承中华文明的唯一纽带，在传承文化、训练思维、塑造精神方面起着无可替代的作用。2、建议从小开始重视中文教育。小学至初中，重视中文语言文字和口语表达的教学。除语文、数学课程外，大幅度减少英语、物理、化学等课程，变成高年级后的选修。大幅度减少各类考试的科目，给孩子体会中文语言和中国文化的逻辑和美感留下空间和时间。3、治理中学、大学、考研等各教育阶段的“英语崇拜症”。确定外语教育中英语与其它外语合理的比重和格局；职称晋级和干部提升与外语水平要求不应该一刀切。4、在大学课程中改变英语教学方向和方法，重视与外语相关的应用教育。5、除外语专业外，降低外语分数在高考中的权重。（今日中国记者 李国文）
