本报讯从6月以来,国际原油价格经历了过山车行情,有时一天涨跌幅高达9%以上。而国内成品油价格在两个月时间里,已经连续三次下调,不过这并未打消大家对油价“涨多跌少”的疑问。

　　国家发改委官员表示,中国的油价调整是严格按成品油调价机制来进行的。另外,也有人反映现在油价调整按照22个工作日来测算,时间明显偏长,涨跌4%的幅度也有些过大,对此发改委表示,现有的成品油定价机制也不是一成不变的。国家发改委价格司副司长周望军说,将来可以不断地完善这个机制,比如说缩短这个22个工作日。

　　国家发改委相关人士称,目前我国的成品油价格与包括欧洲、日韩在内的大部分国家相比,仍是低的。但中国油价确实比美国高,而高的部分主要是在税收环节,并且这部分已收归国库。中国石油(601857,股吧)大学教授王震认为,目前来讲,(中美油价)一升会相差一块钱左右,这两个国家成品油的最终价格里面,含的税还是不一样的。比如说美国目前来讲,它的税占了整个成品油价格的百分之十二三,而中国目前的税占了价格的28%到30%。
