1月14日，商务部等四部联合公布《机动车强制报废标准规定》（下简称《规定》）称，国家将根据机动车使用和安全技术、排放检验状况等，对达到报废标准的机动车实施强制报废，小、微型私家车无使用年限限制。《规定》将于今年5月1日起施行。

　　根据《规定》，已注册机动车应当强制报废的情况包括：达到规定使用年限；经修理和调整仍不符合机动车安全技术国家标准对在用车有关要求的；经修理和调整或者采用控制技术后，向大气排放污染物或者噪声仍不符合国家标准对在用车有关要求的；在检验有效期届满后，连续3个机动车检验周期内未取得机动车检验合格标志的。

　　《规定》还明确各类机动车的“退休”年限，其中小、微型出租客运汽车使用8年，中型出租客运汽车使用10年，大型出租客运汽车使用12年；公交客运汽车使用13年等。小、微型非营运载客汽车、大型非营运轿车、轮式专用机械车等无使用年限限制。但根据《规定》，国家会对达到一定行驶里程的机动车引导报废，其中小、微型非营运载客汽车的行驶“上限”为60万公里。
