　　汪海鹰：我认为如何帮助自主创新创业的“千人计划”引进人才真正潜心研究和全力以赴地创新创业是迫切需要解决的问题。

　　汪海鹰：建议建立两项落实和完善“千人计划”的制度。一是建立海外高层次人才重要科研成果年度报告制度。海外高层次人才如果做出具有国际领先或世界一流的、国内突破关键技术的、引领高新产业的、带动新兴学科的、极具国际竞争力的自主研发成果，可以每年一次向中央人才小组报告。

　　董洁林：我对由“千人计划”专家领导的企业进行过一些研究，主要有两个观察结果。其一是这些企业高度集中在国家拟定的“7大新兴战略行业”。新兴行业的特点之一是市场非常不成熟，风险大，常常依赖国家和地方政府的政策支持，如果相关政策不完善，那么企业难以生存发展。其二是“千人计划”主要引进技术方面的专家，而一个企业成败，技术只是元素之一，管理和市场方面的人才也至关重要。
