教育部6日召开座谈会，邀请北京、上海、广东、福建、山东、湖北、黑龙江、安徽、云南等9个省(市)有关方面负责同志研讨“异地高考”政策。

　　会议强调，要尽快明确解决进城务工人员随迁子女升学考试问题的时间表和路线图，制定好实施方案。一要进一步摸清底数，掌握非本地户籍人口变动和随迁子女就学等情况，为方案制订提供可靠依据。二要按“三个根据”要求，即：根据城市功能定位、产业结构布局和城市资源承载能力，根据进城务工人员在当地的合法稳定职业、合法稳定住所(含租赁)和按照国家规定参加社会保险年限，根据随迁子女在当地连续就学年限等情况，进一步细化准入条件，确定操作办法。三要严格落实文件要求，确保各地实施方案2012年底前出台。
