　　本报讯 今后，3万人口以上乡镇至少要建两所幼儿园，逐步实行中等职业教育免费制度……昨日，《河南省教育事业发展“十二五”规划》正式公布。

　　《规划》透露，我省将开展以县（市、区）为单位编制并实施学前教育三年行动计划。大力发展公办幼儿园，积极扶持民办幼儿园，支持城乡居民社区以多种形式举办学前教育机构。同时，加大对农村地区、贫困地区学前教育的扶持力度，扶持民办幼儿园发展、巡回支教以及家庭经济困难儿童和留守儿童接受学前教育。3万人口以上的乡镇至少举办两所、3万人口以下的乡镇至少举办1所标准化公办中心幼儿园，大村和新型农村社区实行独立办园、小村联合办园或建分园。

　　今后，我省将在资源配置方面向农村中小学倾斜，落实城乡教师同岗同酬，逐步参照县镇标准核定农村中小学教职工编制，解决部分农村地区中小学教职工编制偏紧的问题，并探索建立新的农村教师补充机制。继续实施农村义务教育教师特设岗位计划，吸引高校毕业生到农村从教。合理设置教师中、高级专业技术岗位，鼓励优秀教师到农村学校任教。城镇中小学教师晋升高级职务，必须有农村学校工作或支教一年以上的经历。实行县域内校长、教师定期交流制度。
