　　“死”结之三是预案不实。在学校实施素质教育的过程中，无论开展什么活动，我们都会制定安全应急预案。然而，近些年发生的一系列校园安全事件证明：不是我们学校没有预案，而是我们的预案不实，没有发挥出预期效应。其主要表现为：一是安全预案只停留在纸上，没有经过演练落实，如同一纸空文；二是安全预案照搬照抄，盲目借鉴，脱离本地本校实际，没有可操作性；三是安全预案设计不周全、不细致，只考虑了主要安全事项，忽略了次要细节，顾此失彼，因小失大。要确保实施素质教育的各类活动时不发生安全事故，关键是要制定科学的安全应急预案并予以落实。
