王郁琦说，大陆学生纳入健保合乎公平性，根据现行法令规定，只要在台领有居留证，且居留满四个月，或是有固定雇主的受雇者，应参加全民健保。外籍生、侨生、外籍劳工都在全民健保纳保范围内，大陆学生不应有此差别待遇。他强调，大陆学生纳入健保范围不会恶化健保财务，反而将让更多大陆学生愿意来台就学，增进两岸青年交流与理解。
