  袁光宇1959年出生于天津,1978年考入石油大学(原华东石油学院)开发系,获学士学位,主修钻井工程。2001年获得首都经济贸易大学工商管理硕士学位。他在中国石油和天然气工业工作逾20年,曾先后在天津塘沽的渤海石油指挥部、渤海钻井公司、中海石油北方钻井公司等单位任职,从1999年到2001年在中国海洋石油北方钻井公司任总经理。2001年到2002年间,担任中海油田服务有限公司董事长、总经理。2003至2009年,担任中海油田服务股份有限公司(英文简称“COSL”)执行董事、总裁兼首席营运官。现任中国海洋石油有限公司执行副总裁。

  2000年初,作为中国管理水平较高、经济效益较好的新型石油企业,中国海洋石油面对国际化和市场化的新趋势,开始实施改造和扩张计划。在中国海洋石油有限公司成功在海外上市后,中海油下属的部分专业服务公司开始了新一轮的重组、整合和上市。刚满40岁,此前在中海石油北方钻井公司表现出色的袁光宇被委以重任,担任中海油下属专业服务公司第一次重组、整合筹备组组长。2002年,经过两轮整合,中国海洋石油总公司旗下的物探、钻井、船舶和油田技术四大主营业务板块,共七家公司重组为中海油田服务股份有限公司。2002年11月20日,COSL在香港成功上市。重组、上市五年多来,COSL的产能得到了最大发挥,工程装备利用率达90%以上,人员满负荷运行,经营指标年年创新高,奠定了在亚洲大型海上油田服务的领导地位。公司的国际市场份额不断上升,2006年公司国际市场收入占总收入的18%。
