　　袁光宇1959年出生于天津，1978年考入石油大学(原华东石油学院)开发系，获学士学位，主修钻井工程。2001年获得首都经济贸易大学工商管理硕士学位。他在中国石油和天然气工业工作逾20年，曾先后在天津塘沽的渤海石油指挥部、渤海钻井公司、中海石油北方钻井公司等单位任职，从1999年到2001年在中国海洋石油北方钻井公司任总经理。2001年到2002年间，担任中海油田服务有限公司董事长、总经理。2003至2009年，担任中海油田服务股份有限公司（英文简称“COSL”）执行董事、总裁兼首席营运官。现任中国海洋石油有限公司执行副总裁。

　　2000年初，作为中国管理水平较高、经济效益较好的新型石油企业，中国海洋石油面对国际化和市场化的新趋势，开始实施改造和扩张计划。在中国海洋石油有限公司成功在海外上市后，中海油下属的部分专业服务公司开始了新一轮的重组、整合和上市。刚满40岁，此前在中海石油北方钻井公司表现出色的袁光宇被委以重任，担任中海油下属专业服务公司第一次重组、整合筹备组组长。2002年，经过两轮整合，中国海洋石油总公司旗下的物探、钻井、船舶和油田技术四大主营业务板块，共七家公司重组为中海油田服务股份有限公司。2002年11月20日，COSL在香港成功上市。重组、上市五年多来，COSL的产能得到了最大发挥，工程装备利用率达90%以上，人员满负荷运行，经营指标年年创新高，奠定了在亚洲大型海上油田服务的领导地位。公司的国际市场份额不断上升，2006年公司国际市场收入占总收入的18%。
