  本报讯 昨天,由北京市社会科学院牵头完成的《北京法治发展报告》在北京首发。报告旨在全面反映当年北京法治发展状况,围绕法治热点深入研究、透彻分析。其中,课题组对11年前开始施行的《北京市学前教育条例》(以下称《条例》)进行立法后评估,指出本市至“十二五”末期将有45万适龄入园儿童,届时将缺口9800余个学前教学班,专职教师缺口1.46万人。

  报告中的《〈北京市学前教育条例〉实施情况评估》(以下简称《评估》)指出,目前全市共有独立法人的幼儿园1305所,另有302个分园,共计收托儿童31.1万人。

  为缓解入园难,2011年,北京颁布实施了《北京市学前教育三年行动计划(2011年—2013年)》。其中提出,市、区(县)3年投入近50亿元,规划建设并改扩建769所幼儿园,增加学位7.5万个。日前市教委相关负责人表示,明年北京实施的“三年行动计划”进入“收官”之年,北京幼儿园将再增加2.3万学位。据市教委预测,待“三年行动计划”完成后,全市户籍适龄儿童学前三年入园率可达到95%以上,常住适龄儿童学前三年入园率将达到90%以上。届时,北京幼儿园入园难问题将得到缓解。

  《评估》指出,《条例》第五条、第二十二条等规定旨在促进学前教育的均衡发展,促进适龄儿童平等地接受学前教育。但在实施的过程中并未达到目的。

  在学前教育的内容上,《评估》指出,实践中一些幼儿园没有以游戏为基本活动形式,而是着重于知识传授,学前教育小学化、成人化现象突出。小学化的课程、教材进入到幼儿园中大班、各种名义的兴趣班,剥夺了孩子游戏的权利;课程与教材种类繁多,教育名目多样化,如双语、艺术、奥数、国学等层出不穷地充斥着幼儿园课程,特别是民办幼儿园的课程。对这种有违幼儿教育基本规律的现象,相关行政机关应进一步加强监督和指导。
