特区政府教育局副秘书长李美嫦介绍，70所内地高等院校将参加2013年免试招生计划，依据香港中学文凭考试或高级程度会考成绩择优录取香港学生，而对香港学生豁免内地普通高等学校联合招收华侨、港澳地区及台湾省学生考试（即“联招考试”）。李美嫦说，免试招生计划既可为香港学生多提供一种升学途径，也有助于他们日后在内地或香港发展。
