　　本报北京讯“农民工子女在城市接受高中阶段教育，包括高考，当户籍和学籍发生冲突时，以学籍管理为主。目前湖南具体的规定还没有出台，但思路已经非常清晰，整体的思路就是要放开，相关政策12月底前肯定会出来。”湖南省教育厅厅长王柯敏13日表示。
