近年，抄袭他人学术成果等学术不端行为在高校屡有发生。为加强我省高校学术道德建设，省教育厅日前就《陕西高等学校学术道德建设实施细则》公开征求意见，其中明确了学术不端的9种行为。

　　省教育厅相关负责人表示，这是我省首个关于高校学术道德建设的实施细则，之前学术不端主要由各高校来监督、管理。该细则适用于从事高校教育教学活动和学术研究的所有教师、专职科研人员和学生等。

　　对查实的学术不端行为，情节较轻的，高校将给予学术不端当事人警告，取消申报项目或申报资格，取消所获得的学术奖励和学术荣誉等；情节严重的，将解除职务聘任、停止招研究生，撤销职称、职务、学位等，直至开除公职等；触犯国家法律的，还将移送司法机关处理。对发生重大学术道德失范和学术风气不正的高校，也将追究相关领导责任。

　　看完该细则后，西安交大人文社会科学学院党委副书记马晓彬说，这次的细则操作性很强。针对细则规定的“调查取证”环节，马晓彬建议，应多发挥学术委员会的作用，因为对学术问题他们更加专业，而高校学术道德建设领导小组承担组织调查、公布结果等工作即可。

细则明确9种学术不端行为： Rules clear nine academic misconduct:

　　（一）抄袭、剽窃、侵吞、篡改他人学术成果；

　　（二）偷换署名或改动署名顺序，或将合作研究成果以个人署名发表；
