  目前,北京还存在较多的外地户籍幼儿园教师,在一些边远山区幼儿园,外地户籍教师甚至占一半以上,部分民办幼儿园仅有10%的教师是本市户籍。户籍已成为教师队伍建设的瓶颈之一。这是记者从近日由北京市社会科学院发布的《北京法治发展报告(2011)》(以下简称报告)中获悉的。
