据中国之声《央广新闻》报道，上海"异地高考"方案虽未正式出炉，但日前开始征集意见的《上海市居住证管理条例》(下称《条例》)已初步明确上海处理随迁子女就地高考问题的基本思路，允许持有上海居住证A证的来沪外来务工人员子女就地高考。

　　《条例》草案规定，《居住证》的一般办理条件是在上海市有合法稳定职业和合法稳定住所，并参加上海本地社会保险。上海拟将居住证分为A证、C证和T证三种。除T证适用于投靠在上海的亲属和在上海就学人员以外，A证和C证持有人都需要满足职业、住所和社保三项条件。目前征求意见稿显示，上海拟对居住证进行"积分制"管理，持《居住证》A证的人员，其子女可在上海参加中考、高考。父母未取得居住证A证的外地户籍考生只能在上海就读中职。

　　上海《居住证》A证和C证持有者在社会保险、公共卫生、住房保障、计划生育等各方面的待遇是完全相同的，都可以享受和上海本地户籍居民的同等待遇。但在子女就学上，就地中考和高考的权利只有A证持有者子女才可以享受，持有C证持有者子女被排除在外。《条例》中A证和C证的差别仅仅在就在于中考和高考这一个权利上面，因此《条例》征求意见事实上已经摆明了上海将出台的"异地高考"方案了。《条例》中并没有明确指出积分体系是由那些具体构成，只规定了积分指标体系的一个基本原则是由基础指标、加分指标和减分指标这三项组成，各项指标根据不同的情况来具体进行评分标准。具体的指标体系也将由上海市人力资源、社会保障局会同发改委、教育、卫生、公安、工商等各部门一起来制定，最终由上海市政府同意后对外发布。(杨静)
