《中华人民共和国收养法》最早实施于1992年4月1日，之后，《全国人民代表大会常务委员会关于修改〈中华人民共和国收养法〉的决定》于1998年11月获得通过，并自1999年4月1日起施行。迄今，该法在实施过程中出现了什么新问题？我市在这方面的具体情况如何？日前，重庆市民政局社会事务处李敏之处长以及重庆市婚姻收养登记管理中心副主任陈泓熹，接受了本报记者采访。

　　记者：《收养法》修正后到现在又是11年时间过去，在实际工作中感到这部法律有什么不适宜的地方吗？

　　李敏之：确实感到这部法律存在滞后于社会发展的方面。首先是有漏洞，比如，法律规定不满14周岁的可以被收养，那么14—18岁的呢？法律没有涵盖这部分人群。其次，有的关键条款没有细化，比如关于收养人“有抚养教育被收养人的能力”，这个“能力”应该具体些，比如可以细化到受教育程度、年收入、居住面积等等。
