小班化是素质教育的前提条件，昨天，市政府办公厅下发《青岛市普通中小学现代化学校建设实施方案》，明确表示要加快我市中小学小班化教学的推行速度，到2015年中小学起始年级班额将不超40人。

　　目前我市中小学实行的班额规模是，小学每班不超过45人，初中和高中每班不超过50人。《青岛市中长期教育改革和发展规划纲要（2010-2020）》规划，2015年前将全市所有高中班额控制在50人以内，到2020年控制在40人以内。而《青岛市普通中小学现代化学校建设实施方案》明显将小班化的推进速度加快，根据规定，到2015年全市中小学起始年级班额将不超过40人，这也就意味着到2015年小学一年级、初中一年级和高中一年级，每班学生人数不能超过40人。据悉，为实现这一目标，我市今年将全面启动中小学现代化学校建设，力争今年全市30%的普通中小学达标。
