　　孙宏艳：首先，应该从技术上尽快解决未成年人保护法律可操作性不强的问题，尽快出台《未成年人保护法》、《预防未成年人犯罪法》等专项法律的配套措施，保证规定内容能落到实践层面。同时，我们目前儿童权利保护的规定数量众多，却散落在不同领域的法律中，甚至出现了许多重复规定的问题。我们有必要对现有法律法规中关于未成年人保护的内容，进行集中整理归纳，制定出更多具有可操作性的专项法律法规，解决未成年人保护在法律层面的协调与衔接问题。
