从2012年秋季学期起，山东省济宁市率先在全省启动实施“家庭困难学生营养改善计划”，市县财政共投入4517万元，对义务教育阶段所有家庭经济困难学生发放营养补助。全市受惠学生达13.8万人，受助面占义务教育阶段学生的16.2%。
