残疾人可免费乘坐市内公交、地铁、轻轨，6周岁以下残疾儿童康复享受全额补助，20%福彩公益金用于助残……省人大和省残联昨天联合发布《江苏省残疾人保障条例》(下称《条例》)，从教育、就业、保障、无障碍建设等多方面维护残疾人权益。该条例于3月1日起施行。这是我省首次为保障残疾人权益而颁布的地方法规。

　　《条例》把残疾人就业纳入政府公共就业服务范围，并明确要求地方政府应开发和购买适合残疾人就业的公益性岗位。国家机关、社会团体、企业事业单位、民办非企业单位等城乡各类组织，应按不低于本单位在职总人数1.5%的比例安排残疾人就业。未达规定比例的，应缴纳残疾人就业保障金，保障金纳入财政预算，用于残疾人职业培训、就业服务和援助等。逾期不缴的，除补缴外，还将按日加收千分之五的滞纳金。
